Recently private partners have been included as eligible
beneficiaries of ESPON 2013 funding. Therefore, at the following
ESPON call for proposals, private partners can also apply for
projects within Priorities 1, 2 and 3.
Currently the following institutions are eligible for ESPON
2013 funding:
- Public or public equivalent bodies and
- Private institutions.
In accordance with art. 1 of Directive 2004/18/CE,
public equivalent body refers to any legal body governed by
public or private law that meets the following criteria:
(1) is established for the specific purpose
of meeting needs in the general interest, not having an
industrial or commercial character (which does not exclude bodies
partly having an industrial or commercial character), and
(2) has legal personality, and
(3) - is either financed, for the most
part, by the State, or regional or local authorities, or other
bodies governed by public law, or
- is subject to management supervision by those bodies, or
- has an administrative, managerial or supervisory board,
more than half of whose members are appointed by the State,
regional or local authorities or by other bodies governed by
public law.

If you have any doubt on meeting the eligibility criteria mentioned
above, please demand the National Authority for ESPON 2013 Programme
in Romania to confirm your eligibility before joining a transnational
project group.
The next call for proposals and call for expression of interest
will be launched in September 2009.

ESPON 2013 – The European observation network on territorial
development and cohesion
is an operational programme within the European Territorial
Cooperation Objective of the Cohesion Policy of the European
Union under which European territorial research is financed.
The ESPON 2013 Programme is funded by the European Regional
Development Fund and the contribution of all EU Member States
and of the Partner States: Norway, Switzerland, Iceland and
Liechtenstein.
The purpose of the ESPON 2013 Programme
is to support the formulation of a policy aimed at the cohesion
and harmonious development of the European territory, by
(1) providing comparable information, statistics, analyses
and scenarios on territorial dynamics, as well as by (2)
revealing territorial capital and the development potential
of regions and larger territories, thus contributing to the
increase of competitiveness, the widening of territorial cooperation
and the sustainable balanced development of the European territory. |
